| In 1978 the Tax Reform Commission of the State of Wisconsin undertook a study of citizens' attitudes towards the tax system and towards options for changes in the tax structure in an effort to understand peoples' perceptions of tax burdens and their reactions to the direction of recent legislative actions. The Commission's purpose was to determine the preferences of responsible citizens reacting to feasible alterations of the tax system. Major issues on which citizens of the State were interviewed are grouped under four major headings: balance, fairness, incentives, and simplification related to the tax system.
