Preface

The data which follow were collected as part of annual evaluations of the Milwaukee Parental Choice Program. That program began in the fall of 1990 and continues as these data are being released. The program was designed to provide opportunities for poor students in Milwaukee to attend private, nonsectarian schools. In lieu of tuition, the State of Wisconsin paid the private schools what the Milwaukee Public Schools (MPS) would have received in state aid for each student. The program is the first in the United States to provide major subsidies to private schools as part of a general voucher program. Further details concerning the program can be obtained from the annual reports on the program.

The principal investigator of the study, John Witte, was appointed as an independent evaluator of the program in September, 1990. Almost all the funding of the studies came from private sources. The primary funding source was The Spencer Foundation. We thank the foundation for supporting research on this crucial issue and for aiding the State of Wisconsin in evaluating the program. The University of Wisconsin-Madison Robert La Follette Institute of Public Affairs has also contributed - at several times - in terms of funding, unpaid staff, and other support.

There are several limitations and problems with the data sets we provide. First, the data are complex, arranged in an array of files which must be linked by researchers. The reason is that the data are complex! They come from multiple sources, collected at different times of year, and they cover multiple years. Also, this natural experiment had to contend with the policy parameters of the program; families who moved; families who shifted schools and then shifted back; with a school district which tested students according to their policies and policies of others, and not in the consistent regular manner the researchers would have preferred. All of these factors, and others, have led to a complex set of data which we have done our absolute best to describe and document for other researchers and analysts. The beauty and design of these data sets are due to the imaginative work of Chris Thorn with the aid of Troy Sterr, Lu Chou, and Laura Guy.

Questions will remain, and we will do the best we can to respond to queries from users concerning the data. However, there are no resources to support such queries. Thus users must make every effort to work with these data before seeking assistance.

Because data are constantly being updated and corrected over the years, data tabulations reported in yearly reports may not exactly match data analyzed from these files.

In two senses we believe we are releasing these data prematurely. First, in response to open records requests we are making the full data sets available before final collection has been completed and before adequate error checking of the most recent data files (data acquired in July and August of 1995) has been completed. However, this release complies with all the laws of the State of Wisconsin and terminates the responsibility of the principal investigator and his staff on this project. The vast majority of the data are accurate and updates and corrections will be filed in subsequent Internet releases. Those who acquire these data through tapes or other media must check the internet for updates.

Overview Of All Data Used In The Milwaukee Choice Study

I. Descriptive Data

A. Student Record Data Base (SRDB)--also known as the 240 tape--for Choice and Control Group 199X-1994 compiled and provided to us by MPS. These data show MPS/Choice students' descriptive data and year to year status.

B. Choice Applied Status File 199X-1994 compiled from the study's Master database. Contains status for Choice applied students.

C. Internal Utility Files

1. Study ID, MPS ID, and Key File compiled from the study's Master File.

2. X-Y Coordinates and School Descriptives compiled from the MPS published document "School Report Card."

II. Survey Data

A. MPS Control Group survey from 1991 ONLY.

B. Wave 1 (Fall) Surveys were done in years 199X-1994. Each time, all who applied to Choice in the survey year were surveyed.

C. Wave 2 (Spring) Surveys were done in years 1991-1995. Each time, all who had ever been accepted to Choice and all non-accepted Choice from the survey year were surveyed.

D. Attrition Surveys were done in years 1992-1994. Each time all students who had been enrolled in Choice in the prior year prior, but not enrolled in the year of the survey, were surveyed.

III. Test Data (test data for the following groups is reported by MPS. All tests are Iowa Test of Basic Skills.)

A. MPS Control Prior Test--MPS test given to MPS Control Group prior to beginning of treatment.

B. New Applied Choice Prior Spring Test--MPS test given to new Choice students prior to beginning of treatment.

C. MPS Control Spring Test--MPS test given to MPS Control during treatment.

D. Choice Private School Spring Test--Private School test given to choice students during treatment.

E. Non-accepted Choice MPS Spring Test--MPS test given to Choice Non-accepted during treatment.

F. Choice Attritted-MPS Spring Test--MPS test given to MPS student who had been a Choice student in the previous year.

Overview of Descriptive Data

I. ID SEGMENT

This segment contains information about the students including: personal characteristics, age, grade, free lunch, enrollment status distance to past and present schools, census tract, and school withdrawal information.

II. MPS School Descriptives

This file contains information and statistics from the MPS published document "School Report Card." It can be used to determine the performance levels of students in "regular" public schools and to determine the effects (if any) of particular public school programs (such PAT, City-Wide Programs, etc.) on student outcomes as measured by the Iowa Test of Basic Skills.

Technical Notes On Organization Of Descriptive Data

I. SRDB 240 Choice Files (199X-1994)

A. These files contain MPS 240 character tape entries for all students who applied to choice in any year. Can be used to trace MPS status prior to and (perhaps) after Choice (if they returned to MPS).

B. Use in conjunction with Choice Applied Status File for any ? year.

II. Choice Applied Status File (199X-1994)

A. This file provides program tracking information: who applied?; were they accepted and where?; what are the withdrawal codes? etc.

B. This file can be used to match text information (Figure 2), survey information (Figure 3) and SRDB information noted above.

III. SRDB 240 Control Group (199X-1994)

These files are the same format as SRDB 240 Choice Files for the random control group. Because control group members graduate or leave MPS, N's decline over the years.

IV. School Descriptive File (199X-1993 variables)

A. This file contains descriptive variables on MPS schools, including X-Y coordinates which can be used to compute distances for students (using SRDB student X-Y coordinates).

B. It may be used in conjunction with SRDB student files to obtain information on prior or post-Choice schools (for Choice students) or prior or current information on MPS control students.

C. To protect student and school identities, Choice schools are not identified. All Choice school Ids will be coded to "ZZZ."

Overview Of Surveys

There are basically four types of surveys: Wave 1, Wave 2, MPS and Attrition. Wave 1 Surveys were mailed in the fall of each year from 199X to 1994 to all parents who applied for enrollment slots for their children in one of the Choice schools for the first time in that year. Wave 2 Surveys were sent in the spring of each year as a follow-up survey of all parents who either had children enrolled in the program or had children who were not accepted in the current year in order to assess attitudes relating to their year in private (Choice accepted) or public (Choice non-accepted) school.

MPS Control Group Surveys were sent in March of 1991 ONLY. They were sent to a random sample of 5,474 parents of students in the Milwaukee Public Schools. The random selection was done by selecting children with birth dates that were the 15th or the 28th of any month. This selection generated a random sample of children that yielded a final sample of approximately 1,100 low-income students with survey data in the study. Among other purposes, the surveys were intended to assess parental knowledge of and evaluation of the Choice Program, educational experiences in prior public schools, the extent of parental involvement in prior MPS schools, the importance parents place on education. and the expectations parents hold for their children. We also obtained demographic information on family members. Finally, Attrition Surveys were completed beginning in the fall of 1992 through 1994 in the form of brief mail and phone surveys of as many parents as we could find who chose not to have their children continue in the program.

Technical Notes On Wave 1 Surveys

There are two versions of the Wave 1 Survey (both for Choice and for Non-accepted students). The first version was used in the Fall of 199X ONLY. After the administration of the Wave 1 Survey in 199X, several problems were identified and corrected in the second version of the survey (both for Choice and for Non-accepted students) which was then used in all other years (1991-1994).

Overview Of Test Scores

This overview applies to the following files:

The test used was the Iowa Test of Basic Skills. It was administered by both the MPS and Choice schools. Schools reported scores to us by tape or by floppy disk. Tests were administered every year in the Choice schools. MPS schools generally tested in grades 2, 5, 7, and 10. However, Title 1 students were tested every year.

Technical Notes On Test Scores

Normal Curve Equivalents are used because National Percentile Rankings are not interval level data. One of the problems with the transformation from NPRs to NCEs is that the very lowest and highest ends of the distribution are compressed. This tends to inflate very low-end scores and deflate very high-end scores. The lower end inflation may affect this population, which has quite a few test scores below the 10th National Percentile. One can also analyze scores by grade using the Iowa Test Standard Scores, which are interval level, but do not have this compression effect. NCEs are, however, the national standard for reporting results across populations and grades for Chapter 1 and other programs.
