Center for Research on Child Well-Being [Princeton University] Working Paper: “Housing Insecruity Among Urban Fathers,” by Marah Curtis and Amanda Geller (WP10-05-FF, May 2010, .pdf format, 26p.).

Abstract:

This article examines housing insecurity among an understudied population: urban fathers of young children. Housing security is of particular importance for vulnerable populations, and urban fathers, many of whom face unemployment and monitoring from the child support and criminal justice systems, often rely on this security to mitigate the socioeconomic challenges they face. By assessing the extent and type of housing insecurity affecting urban fathers, we identify a potentially serious source of disadvantage facing families more broadly.

A year after the birth of a new child, fully a quarter of fathers reported significant housing insecurities with 3% experiencing homelessness. Results suggest that from 9 – 12% of fathers are doubling up, relying on others for living expenses, and moving more than once every year. Finally, only half of fathers had been able to maintain housing security over the three to four years since the focal child’s birth.

Abstract:

In this paper we analyze the distribution of fertility rates across the world using parametric mixture models. We demonstrate the existence of twin peaks and the division of the world’s countries in two distinct components: a
high-fertility regime and a low fertility regime. Whereas the signifcance of twin peaks vanishes over time, the two fertility regimes continue to exists over the whole observation period. In 1950 about two thirds of the world’s countries belonged to the high-fertility regime and the rest constituted the low-fertility regime. By the year 2005 this picture has reversed. Within both the low- and the high-fertility regime the average fertility rate declined, with a larger absolute decline within the high-fertility regime. Visually, the two peaks moved closer together. For the low fertility-group we find both {beta}- and {alpha}- convergence but we cannot establish any convergence pattern for the high fertility regime. Overall our findings are diffult to reconcile with the standard view of a fertility trap but they support the “differentiated take-off” view established in the Unified Growth literature.

Abstract:

Economic evaluations of health interventions, such as vaccinations, are important tools for informing health policy. Approaching the analysis from the appropriate perspective is critical to ensuring the validity of evaluation results for particular policy decisions. Using the example of benefit-cost analysis (BCA) of Haemophilus influenzae type b (Hib) vaccination, we demonstrate that past economic evaluations have mostly adopted narrow evaluation perspectives, focusing primarily on health gains, health care cost savings, and reductions in the time costs of caring, while ignoring other important benefits including outcome-related productivity gains (prevention of mental and physical disabilities), behavior-related productivity gains (economic growth due to fertility reductions as vaccination improves child survival), and community externalities (prevention of antibiotic resistance and herd immunity). We further show that the potential cost reductions that could be attained through changes in the delivery of the Hib vaccine have also usually been ignored in economic evaluations. Future economic evaluations of childhood vaccinations should take full account of benefits and costs, so that policy makers have sufficient information to make well-informed decisions on vaccination implementation.

Abstract:

The Section 8 housing voucher program serves nearly 2 million low-income families in the United States. The purpose of the program is to enable low-income families to improve the quality of their housing and to move to better neighborhoods. Voucher recipients seek housing in the private rental market, and use the voucher to subsidize their rent. In this paper, the authors provide estimates of the social benefits and costs of the Section 8 housing subsidy program. The authors find that the Section 8 program meets the efficiency standard of positive net benefits. For society as a whole, total benefits (measured in annual, per recipient units) range from about $7,700 to $9,600, while total costs are about $7,000; net benefits range from about $650 to $2,800 per recipient case per year. The social benefit-cost ratio ranges from 1.1 to 1.37. The bulk of the benefits are experienced by voucher recipients, while other members of society bear the bulk of the costs. The authors conclude that the program meets the efficiency standard of welfare economics.

Abstract:

Economists and geographers are calling for a reassessment of the impact of in- ternational trade on labor markets in developed and developing countries. There is growing recognition that classical models of globalization and trade, based upon the international exchange of nished goods, fail to capture the fragmentation of much commodity production and the geographical separation of individual production tasks. The growing volume of intra-industry trade signals a remapping of the spatial division of labor that challenges existing industry-based accounts and calls for investigation of the impacts of trade within, rather than between,sectors of the economy. In this paper we investigate the extent to which international trade stimulates within-industry changes in the task structure of U.S.employment. We link highly detailed U.S. trade data from 1972 to 2006, to the NBER manufacturing database, to the Decennial Census, and to occupational and task data from the Dictionary of Occupational Titles. After accounting for the effect of technological change, we nd that trade stimulates greater relative demand for nonroutine tasks, particularly those requiring high levels of interpersonal interaction. Unlike most previous studies, we find that the impact of trade on the nature of work is substantially larger than the impact of new technology.
