US Bureau of Justice Statistics Data Analysis Tool: “Prisoner Recidivism Analysis Tool” (February 2011). “This analysis tool allows users to calculate recidivism rates for persons released from state prisons. Recidivism rates may be generated for the entire sample of released prisoners or for released prisoners with specific demographic, criminal history, and sentence attributes. The tool uses data collected by BJS on a sample of persons released from state prisons in 1994 and followed for a 3-year period. These are the most recent recidivism data available until a new BJS study on the recidivism of state prisoners released in 2005 is published in 2012.”

Centre d’Etudes de Populations, de Pauvreté et de Politiques Socio-Economiques / International Network for Studies in Technology, Environment, Alternatives, Development [Differdange, Luxembourg] Working Paper: “Relative Concerns of Rural-to-Urban Migrants in China,” by Alpaslan Akay, Olivier Bargain, and Klaus F. Zimmermann (Working Paper No. 2011-12, January 2011, .pdf format, 33p.).

Abstract:

How the income of “relevant others” affects well-being has received renewed interest in the recent literature using subjective data. Migrants constitutes a particularly interesting group to study this question: as they changed environment, they are likely to be concerned by several potential reference groups including the people “left behind”, other migrants and “natives”. We focus here on the huge population of rural-to-urban migrants in China. We exploit a novel dataset that comprises samples of migrants and urban people living in the same cities, as well as rural households mostly surveyed in the provinces where migrants are coming from. After establishing these links, we and that the well-being of migrants is largely affected by relative concerns: results point to negative relative concerns toward other migrants and workers of home regions – this status effect is particularly strong for migrants who wish to settle permanently in cities. We find in contrast a positive relative income effect vis-à-vis the urban reference group, interpreted as a signal effect: larger urban incomes indicate higher income prospects for the migrants. A richer pattern is obtained when sorting migrants according to the duration of stay, expectations to return to home countries and characteristics related to family circumstances, work conditions and community ties.

Spending on medical care is a large and growing component of GDP. There are wellknown measurement problems that are estimated to overstate inflation and understate real growth for this sector by as much as 1-1/2 percentage points per year. Because of its size, this would translate into an overstatement of inflation for the overall economy of about 1/4 percentage point with an equal understatement in real GDP growth. In this paper, we use data from the Medical Expenditure Panel Survey to obtain new, more comprehensive estimates for this bias and to explore a possible adjustment to existing official price indexes. The MEPS data show an upward bias to price growth in this sector of 1 percentage point, which translates into an overstatement of overall inflation of .2 percentage point and an understatement of GDP growth of the same amount. We also find that an adjustment recently used in Bradley et al provides a useful approximation to the indexes advocated by health economists.

US Department of Housing and Urban Development Data Update: “Housing Affordability Data System” has been updated through 2009. “The Housing Affordability Data System (HADS) is a set of files derived from the 1985 and later national American Housing Survey (AHS) and the 2002 and later Metro AHS. This system categorizes housing units by affordability and households by income, with respect to the Adjusted Median Income, Fair Market Rent (FMR), and poverty income. It also includes housing cost burden for owner and renter households. These files have been the basis for the worst case needs tables since 2001. The data files are available for public use, since they were derived from AHS public use files and the published income limits and FMRs. We are providing these files give the community of housing analysts the opportunity to use a consistent set of affordability measures.” Data is available in Windows self decompressing (.exe) ASCII and SAS format, with documentation in .pdf format, and SAS code in Windows self decompressing (.exe) ASCII format.
