Abstract:

Unobserved heterogeneity in mortality risk is pervasive and consequential. Mortality deceleration — the slowing of mortality’s rise with age — has been considered an important window into heterogeneity that otherwise might be impossible to explore. This paper argues that deceleration patterns may reveal surprisingly little about the heterogeneity that putatively produces them. I show that even in a very simple model — one composed of just two subpopulations with Gompertz mortality — (1) aggregate mortality can decelerate even while a majority of the cohort is frail; (2) multiple decelerations are possible; and (3) mortality selection can produce acceleration as well as deceleration. Simulations show that these patterns are plausible in model cohorts that in the aggregate resemble cohorts in the Human Mortality Database. I argue that these results: challenge some conventional heuristics for understanding the relationship between selection and deceleration; undermine certain inferences from deceleration timing to patterns of social inequality; and imply that standard parametric models, assumed to plateau at most once, may sometimes badly misestimate deceleration timing — even by decades.

Abstract:

In response to rise of incarceration, there is a burgeoning literature examining the consequences of incarceration on families. Research has suggested that incarceration negatively impacts the well-being of partners connected to men with an incarceration history. However, research examining the effects of imprisonment on partners of former offenders remains underdeveloped. This area of research has yet to adequately address the methodological challenges associated with selection bias. This paper uses data from the Fragile Families and Child Wellbeing Study (N= 2,819) to examine the effect of paternal incarceration on maternal stress and harsh parenting behaviors. Using multiple methods and accounting for a rich set of covariates associated with incarceration, results run counter to existing literature. More specifically, after accounting for selection processes, the results suggest no relationship between paternal incarceration, maternal stress and harsh parenting behaviors. Research needs to address preexisting disadvantages that select partners to associating with criminal offenders.

The persistently low college enrollment and completion rates of youth from poor families are partly attributable to their uncertainty about whether college is affordable. In the current system, concrete information about college costs arrives at the end of high school and is only available to those who complete a complex application. Evidence suggests this timing affects students’ motivation and ability to adequately prepare for college. We evaluate the feasibility of addressing this problem by using a simplified eligibility process to make an early commitment of the full Pell Grant to eighth graders from needy families. Our analyses suggest substantial benefits relative to the predicted costs. Our simulation of the estimated fiscal effects suggests that Pell program costs would grow by approximately $1.5 billion annually and the benefits would exceed the costs by approximately $600 million.

Stagnant earnings and growing inequality in the US labor market reflect both a slowdown in the growth of worker skills and the growing matching of good-paying jobs to skilled workers. Improving the ties between colleges, workforce institutions, and employers would help more workers gain the needed skills. Evaluation evidence shows that training programs linked to employers and good-paying jobs are often cost-effective. Helping more states develop such programs and systems would help raise worker earnings and reduce inequality.

Abstract:

The American incarceration rate has dramatically swelled since the 1970s, especially among poorly educated minority men, effectively increasing the number of families affected by the penal system. Despite escalating attention to the consequences of incarceration for families, little research considers the possibility that paternal incarceration is consequential for parenting among mothers who share children with currently or recently incarcerated men. In this manuscript, I use data from the Fragile Families and Child Wellbeing Study, a data source uniquely situated to understand the collateral consequences of incarceration for family life, and a series of propensity score models to examine the homogeneous and heterogeneous effects of paternal incarceration on three aspects of maternal parenting: neglect, psychological aggression, and physical aggression. First, results show that paternal incarceration has modest, negative effects on mothers’ physical aggression toward children but that observed effects on neglect and psychological aggression result from formidable selection forces. Second, and importantly, results show that considering the homogeneous effects of paternal incarceration overlooks heterogeneous effects. For psychological aggression and physical aggression, paternal incarceration is detrimental for mothers with a high propensity for attachment to recently incarcerated fathers but beneficial or inconsequential for mothers with a low propensity for such attachment. Taken together, results indicate that the collateral consequences of incarceration for family life may be concentrated among the most disadvantaged and, thus, have implications for increasing inequality among families.
