University of Wisconsin Institute for Research on Poverty Working Paper: “The Effect of Expanding Medicaid Eligibility on Supplemental Security Income Program Participation,” by Marguerite Burns and Laura Dague (DP 1430-16, March 2016, .pdf format, 46p.).

Abstract:

Low-income adults without dependent children have historically had few paths to obtain public health insurance unless they qualified for Supplemental Security Income (SSI) cash benefits because of a disability. However, in states that expand their Medicaid programs, childless adults may obtain Medicaid without undergoing an intensive SSI disability review process and with substantially higher income and assets than the SSI program allows. This expanded availability of Medicaid coverage, independent of SSI participation, creates an opportunity to increase earnings and savings without jeopardizing health insurance coverage. In this paper, we use the natural experiments created by state decisions to expand Medicaid to nondisabled, nonelderly adults without dependent children to study the effect of decoupling Medicaid eligibility and cash assistance using a difference-in-differences study design. We collected data on the income eligibility limits, enrollment caps, and coverage characteristics of state Medicaid expansions to childless adults from 2001–2013. We combine these data with the nationally representative American Community Survey to estimate the effects of state expansion on SSI participation. We find relative declines in SSI participation caused by Medicaid expansions of 0.17 percentage points, a 7 percent relative decrease; this finding suggests the potential for small but important efficiency gains from separating SSI and Medicaid eligibility

Center for Policy Research [Maxwell School, Syracuse University] Working Paper: “Asymptotic Power of the Sphericity Test Under Weak and Strong Factors in a Fixed Effects Panel Data Model,” by Badi H. Baltagi, Chihwa Kao, and Fa Wang (Working Paper No. 189, March 2016, .pdf format, 31p.).

Abstract:

This paper studies the asymptotic power for the sphericity test in a fixed effect panel data model proposed by Baltagi, Feng and Kao (2011), (JBFK). This is done under the alternative hypotheses of weak and strong factors. By weak factors, we mean that the Euclidean norm of the vector of the factor loadings is O(1). By strong factors, we mean that the Euclidean norm of the vector of factor loadings is O(pn), where n is the number of individuals in the panel. To derive the limiting distribution of JBFK under the alternative, we first derive the limiting distribution of its raw data counterpart. Our results show that, when the factor is strong, the test statistic diverges in probability to infinity as fast as Op(nT). However, when the factor is weak, its limiting distribution is a rightward mean shift of the limit distribution under the null. Second, we derive the asymptotic behavior of the difference between JBFK and its raw data counterpart. Our results show that when the factor is strong this difference is as large as Op(n). In contrast, when the factor is weak, this difference converges in probability to a constant. Taken together, these results imply that when the factor is strong, JBFK is consistent, but when the factor is weak, JBFK is inconsistent even though its asymptotic power is nontrivial.

Center for Research on Child Wellbeing [Princeton University] Working Paper: “Race, Romance and Nonresident Father Involvement Resilience: Differences by types of involvement,” by Ronald Mincy, Hillard Pouncy, and Afshin Zilanawala (WP16-05-FF, March 2016, .pdf format, 39p.).

Abstract:

Efforts to capture before and after visitation trajectories of fathers in romantic Visiting Parent Unions (VPUs) are sensitive to sample composition, estimator, visitation measure and theoretical perspective. Using the Fragile Families and Child Wellbeing Study, we examine extensive, intensive and sleepover margins of nonresident father involvement to reconcile theoretical and empirical differences in previous studies. We use generalized estimating equations (GEE) to address the non-normal distribution of visitation measures. At the extensive and the intensive margin we find VPU visitation levels before and after breakups are similar to and sometimes higher than ex-cohabiter levels. VPU visitation levels are always lower at the sleepover margin relative to ex-cohabiters. Our results challenge previous studies linking race and VPU status, confirm most previous perturbation results at extensive and intensive margins, and contribute a new result at the sleepover margin. We find the Baby Father Hypothesis to be relevant and fruitful for subsequent research.
