Abstract: The Home Mortgage Disclosure Act (HMDA), enacted by Congress in 1975 and implemented by the Federal Reserve Board's Regulation C, requires lending institutions to report public loan data. Such data can assist in determining (1) whether financial institutions are serving the housing needs of their communities; (2) public officials in distributing public-sector investments so as to attract private investment to areas where it is needed; and (3) in identifying possible discriminatory lending patterns. This regulation applies to certain financial institutions, including banks, savings associations, credit unions, and other mortgage lending institutions. Using the loan data submitted by these financial institutions, the Federal Financial Institutions Examination Council (FFIEC) creates aggregate and disclosure reports for each metropolitan statistical area (MSA) that are available to the public at central data depositories located in each MSA. The Loan Application Register (LAR) & Transmittal Sheet (TS) data are collected by a financial institution as a result of applications for home-purchase loans (including refinances) and home-improvement loans for each calendar year. The LAR data contains information such as sex, race, loan amount, income, property location, purpose of the loan, denial reasons, and census information. The TS data provides information about lending companies, including their name, address, company identification number, contact person name, contact phone number, agency code, parent name and tax identification number.
