Abstract: The Political Constraint Index (POLCON) is built for a better measure of political risk for international investment. It uses spatial modeling tools developed in positive political theory to construct a new cross-national time-varying measure of the constraints faced by political actors in altering the policy environment. Cross-national panel data is used to show that political constraints are associated with reduced variability in policies, higher investment, and higher economic growth. POLCON directly measures the feasibility of a change in policy given the structure of a nation's political institutions (the number of veto points) and the preferences of the actors that inhabit them (the partisan alignment of various veto points and the heterogeneity or homogeneity of the preferences within each branch). Additionally, it has been calculated for virtually all countries in the postwar period (1960-1998), a companion index (considering only three veto points) is available from 1815 and a new release of the data extends both versions forward to 2004 as well as expand country coverage to as many as 234 nations.
