Abstract: The Office for Civil Rights (OCR) in the U.S. Department of Education (ED) is responsible for enforcing five federal civil rights laws prohibiting discrimination on the bases of race, color, national origin, sex, disability and age by recipients of federal financial assistance. To ensure compliance with the civil rights laws, the U.S. Department of Education Organization Act authorizes the Office of Civil Rights (OCR) to collect or coordinate the collection of data necessary. The Civil Rights Data Collection (CRDC) is conducted every other year in the nation's school districts. These data are used to ensure equal access to education, to promote educational excellence and to assist in identifying potential discriminatory practices and procedures throughout the nation. Previously called the Elementary and Secondary Survey, this data collection provides information about student access to elementary and secondary schools and to programs or services within those schools.
