Abstract: These data include 1491 specific events each of which Professor Puchala has placed into one of forth broad issue categories pertaining to different West European governments' verbal and physical exchanges in the political arena. Each event is further described as one of twenty-two 'action' types; concurrence, assurance, support, threat, warning and protest represent six of the twenty-two types of action. The interaction channel is also listed for each event; the possible channels are Franco-German, Franco-Italian, Franco-British, German-Italian, German-British and British-Italian. there are several weighing schemes included: salience of actions, importance of issues, importance of issues in proportion to frequency of interaction.
