Abstract: This survey includes research on some 250 city, county, and state agencies called departments of finance, departments of administration, comptroller's offices, auditor's offices, and so forth. These agencies were studied in 1966 as part of the Comparative Organizational Research Program at the University of Chicago. The research was accomplished by interviewing the head of the department of Finance, as well as the heads of divisions within the department. These agencies were studied again in 1972 in order to determine changes in administrative structure which took place as a result of technological changes, changes in accounting procedures, and the expansion of Federal grant programs which provide funds directly to local governments. This survey gathers data on the administrative structure, personnel practices, decision-making procedures, expenditures, and activities of the 250 agencies.
