Abstract: This survey was conducted within the House of Representatives by the professional staff of the Commission on Administrative Review's Survey Research Project. This Wave I Member Survey, was administered in January of 1977 to a sample of 153 returning Members of the 95th Congress. This survey focused principally on questions of ethics and accountability. Members were asked about a number of specific topics including such things as gifts, foreign travel, outside income, and unofficial office accounts. Also included in this survey were some initial questions about the internal operations of Member and committee offices and the overall administration of the House.
