Abstract: This second in-House survey, The Wave II Member and Staff Survey, focused primarily on the problems of administrative organization and legislative management and was conducted by the Commission in June and July of 1977. In the Wave II survey, interviews were carried out with 154 Members, their administrative assistants, and their top legislative assistants. By interviewing three people in each of the offices in its sample, the Commission was able to draw an accurate and comprehensive picture of the operations of these offices and the problems they commonly encounter. To develop similar information about committee offices, the Commission staff also interviewed the staff directors off all House standing committees and a representative sample of subcommittees. Finally, the Commission also collected data on time-use and House employees.
